An answer?

I said I was confused about why Bush would bypass FISA warrants for his wiretaps. It looks like they weren’t good enough for warrants:

WASHINGTON, Dec. 26 (UPI) — U.S. President George Bush decided to skip seeking warrants for international wiretaps because the court was challenging him at an unprecedented rate.

So, this is the sort of scary part. FISA warrants are notoriously easy to obtain and yet Bush’s requests often require at least some modification. What exactly is he doing?
